Institutional stablecoin work isn't crypto-stablecoin work plus compliance. The on-chain mechanism has to be designed around the off-chain treasury and compliance process, not the other way around. Two things matter.

Issuance-flow-inward design.

The on-chain primitives — issuance, redemption, supply tracking — are downstream of the off-chain treasury operations and the compliance gates that authorize them. Designing the on-chain layer first and adding compliance on top produces protocols that are unstable under institutional issuance flows. We design from the issuance flow inward.
